$\frac{3}{5} x^{2}-\frac{19}{5} x+4=\frac{3}{5} x^{2}-3 x-\frac{4}{5} x+4$
$=3 x\left(\frac{1}{5} x-1\right)-4\left(\frac{1}{5} x-1\right)$
$=\left(\frac{1}{5} x-1\right)(3 x-4)$
Hence, factorisation of $\frac{3}{5} x^{2}-\frac{19}{5} x+4$ is $\left(\frac{1}{5} x-1\right)(3 x-4)$.
