Solution:

We have:

$2 x\left(p^{2}+q^{2}\right)+4 y\left(p^{2}+q^{2}\right)$

$=2\left[x\left(p^{2}+q^{2}\right)+2 y\left(p^{2}+q^{2}\right)\right]$

$=2\left(p^{2}+q^{2}\right)(x+2 y)$
