Equation of line parallel to x - axis (horizontal) is y = constant, as y -
coordinate of every point on the line parallel to $x$ - axis is $-2 i . e$. constant. Therefore equation of the line parallel to $x$ - axis and passing through $(4,-2)$ is $y=-2$.
