Solution:

$8 x^{3}-\frac{1}{27 y^{3}}=(2 x)^{3}-\left(\frac{1}{3 y}\right)^{3}$

$=\left(2 x-\frac{1}{3 y}\right)\left[(2 x)^{2}+2 x \times \frac{1}{3 y}+\left(\frac{1}{3 y}\right)^{2}\right]$

$=\left(2 x-\frac{1}{3 y}\right)\left(4 x^{2}+\frac{2 x}{3 y}+\frac{1}{9 y^{2}}\right)$
