Solution:
We have:
$1-6 x+9 x^{2}=9 x^{2}-6 x+1$
$=(3 x)^{2}-2 \times 3 x \times 1+(1)^{2}$
$=(3 x-1)^{2}$
$\therefore 1-6 x+9 x^{2}=(3 x-1)^{2}$
